About Changbei NOV (NOV means Non-Shell operation JV)
Changbei is a flagship upstream project partnered with PetroChina, aim to maximize gas production to meet domestic gas demands safely and economically. This is to realize through achieving operational excellence, practicing world-class JV management in maximizing profitability, and integrating the full breadth of opportunities and risks into project management that is both robust to industry cycles and resilient through effective value and risk management.
Changbei NOV covers both CBI and CBII production operations, with the production operatorship transferred from Shell to PetroChina in 2016 and 2019 respectively. CNPC’s subsidiary Changbei Operating Company (CBOC), as the NOV operator, was set-up to manage the production operations.
What is the role?
The role of Changbei NOV finance advisor will serve as the face of Shell finance in the non-operating JV as Shell secondee based in Xi’an City. The incumbent is responsible for the delivery of Finance capability required to support a set of clearly defined business outcomes.
The role provides a great opportunity to deliver the full range of finance in the business agenda in a matured flagship upstream operating asset partnered with PetroChina.
The role can quickly develop the capability on leading key and critical finance & business initiatives.
The role provides a unique opportunity to learn and inherit the upstream-specific PSC (Production Sharing Contract) operation model and accounting.
The role will serve as the face of Shell finance in the non-operating JV (NOV) as Shell secondee based on value and risk.
Integrate with business and function leads to deliver cost excellence through WP&B (Annual work plan and budget) and operating plan performance management.
Support NOV Shell FM and GM on other initiatives as required on delivering NOV operational excellence and competitive business performance management.
Work closely with Shell CBII development project team, to make sure the CBII production operatorship transfer is well and smoothly processed.
In activities where Operator/FO and Business act together to deliver, lead/initiate structural improvement projects and leaves the accountability for delivery with the accountable people.
What we need from you?
Finance degree, expertise across the spectrum of Finance competences, fluent in verbal and written English and Chinese.
10 plus years of working experience; enterprises in Shell JV or WOFE, experience in managing complex stakeholders is preferred.
Ability to gain the confidence of various internal and external parties building on strong knowledge and understanding of the business drivers, value and risk.
Problem solving mindset with the courage to ensure professional financial rigor is applied to commercial decision-making process and risk management bringing analytics and insights to the table.
Ability of skilled communications and effective stakeholder management in a non-operated joint venture environment.
Maintain integrity under pressure while showing understanding of culture sensitivities.
Speaking up: make transparent information for decision making.
Strong result driven self-starter and completer
Learner mindset: ability to proactively seek feedback and with strong willingness to develop and practice different situational leadership styles.
